Do you have related governmental experience that you want to develop further? The Town of Paradise Valley (Town) is seeking a Finance Manager to perform supervisory, administrative, and professional accounting work, to include complex professional accounting duties in the analysis, preparation, and maintenance of financial records and reports.
The Town Finance Manager also provides information and analyses to aid executive management in decision-making processes, under the general direction of the Chief Financial Officer (CFO).
More specifically, the Finance Manager:
Assists the CFO with the annual budget in coordination with Town Manager and department personnel.
Plans, develops, and manages the work and supervision of accounting staff, which includes accounts receivable, cash receipts, accounts payable, payroll, and utility billing.
Supervises the Town postal service employees and oversees accounting functions of the post office.
Prepares the Annual Comprehensive Financial Report and the Popular Annual Final Report (PAFR) and submits to the Government Finance Officers Association (GFOA) for award recognition.
Coordinates and serves as liaison for the annual independent audit, including the expenditure limitation report and other reports and related materials.
Serves as the Town's Risk Manager managing property and liability claims and assists with negotiating insurance policy renewals.
Assists the CFO with analyzing the Town's long-term financial needs, including the issuance of bonds and capital leases.
Liaises with the Town's main bank, and monitors activity and processes bank reconciliations on all banks and investments.
Manages the accounting and finance areas in accordance with the Town's policies.
Prepares the books and records in accordance with generally accepted accounting principles and within budget limitations.
Prepares financial reports in accordance with generally accepted accounting principles and in compliance with the guidelines established by the Governmental Accounting Standards Board.
Reviews accounting transactions for accuracy and corrects financial records as appropriate.

THE REQUIREMENTSTo become the Finance Manager, the Town requires:
A bachelor's degree in business administration, accounting, finance, or closely related area.
Five years of supervisory and progressive responsible experience in governmental accounting.
A master's degree in a related field may substitute for two years of the experience requirements.
Preferred:
Related experience in a local municipality.
Preferred:
Certified Public Accountant.
Preferred:
Government Finance Officer certification.
